This is certainly not something that I have any proper knowledge about but I think it's important to take a multi-faceted approach. I recently read an article that alcohol abuse could be a result of many factors. So, education and awareness along with support are required. This should go hand-in-hand with strict enforcement of laws that prohibit underage drinking.
